New E-Lien Program Goes Live January 1

The Department of Revenue (DOR) will go live with a new motor vehicle services E-Lien program on January 1. By using this new electronic program, the Department of Revenue will improve customer service by reducing processing time and will continue moving the agency toward a more paperless way of doing business.

The e-Lien program will provide the opportunity for lienholders with a Federal Employer Identification Number (FEIN) to request a Mississippi title with an electronic lien release. Mississippi House Bill 1589, passed in July of 2024, states that any lienholder with a FEIN must electronically transmit the satisfaction, release and discharge of a lien on a motor vehicle to the DOR no later than 14 days after the date of satisfaction of the lien. If a lienholder fails to electronically release a lien within 14 days, then a $250 penalty can be assessed for each incident. It is also mandatory that lienholders use one of the approved Service Providers to submit a lien release.

The Bill also states that if a lien on a motor vehicle is older than eight (8) years old, the lien shall be recorded by the DOR in the automated statewide motor vehicle registration system as having been satisfied, released, and discharged, unless annually recertified by the lienholder by utilizing the format and transmitting the data required by the department.

Additionally, the Bill states that used motor vehicle parts dealers or scrap metal processors must utilize the department’s e-lien system for the purposes of complying with the requirements of Section 63-21-39(1)(a).
