VENDOR INFORMATION

In Mississippi, wines and spirits are sold through the Alcoholic Beverage Control Division of the Department of Revenue.

Mississippi statute grants the Department of Revenue the sole authority to import and sell wines containing 6.25%+ alcohol by volume and distilled spirits containing greater than 7.5% alcohol by volume at wholesale within the state.

All suppliers must register with the Mississippi Secretary of State’s Office and with the Alcoholic Beverage Control Division.

Supplier Registration

Registration with the Mississippi Secretary of State’s Office is required prior to MS ABC Supplier Registration. Please register here: https://www.sos.ms.gov/business-services-regulation.

Suppliers must register an in-state broker/representative. 

Broker Registration

The supplier’s registered representative/Control State Manager may authorize persons to work for the manufacturer within this state; each of whom must be registered with the Alcoholic Beverage Control Division.

Representatives and Brokers must obtain a solicitor's permit from the ABC Permit Department abcpermitdepartment@dor.ms.gov.

A solicitor's permit shall authorize the holder thereof to act as salesman for a manufacturer or wholesaler holding a proper permit to solicit on behalf of his employer orders for alcoholic beverages, and to otherwise promote his employer's products in a legitimate manner.

MAGIC Registration

Once approved with MS ABC, suppliers must register for MAGIC. MAGIC is Mississippi's eProcurement system. This system is designed to streamline interactions between vendors and State government entities that purchase goods and services. Read more information on MAGIC​ or go directly to the MAGIC Supplier Self-Registration page.

E-Payment Registration

The State of Mississippi uses Paymode-X® as our method of supplier payment. Suppliers have sixty days from becoming a vendor of the State of Mississippi to register for PayMode.  After this period has expired, the Mississippi Department of Finance and Administration will not process payments from the Mississippi Alcoholic Beverage Control to the vendor.

Product Registration

Registered products are listed under the terms of a bailment warehouse agreement. A bailment warehouse program is defined as meaning the Vendor will own stock in the ABC Liquor Distribution Center until it is withdrawn from bailment for shipment to private businesses that hold ABC permits for retail sale of alcoholic beverages.

Requests to register new items with MS ABC require a Standard Quotation and Specification Form and a COLA or bottle label images. New products are initially registered as a special order item. To register, submit the required forms to ABCSpecialOrders@dor.ms.gov. Registration requests that do not have NABCA codes must include a pre-determined amount set by ABC in pre-sales. Please contact your broker for assistance with pre-sales. New item introductions are processed within two weeks of receipt.

Inventory Management Guidelines

It is a condition of the bailment agreement executed between suppliers and the Mississippi Department of Revenue and the Alcoholic Beverage Control Division that vendors shall comply with inventory management guidelines as set forth by the ABC.

ABC policy states that suppliers shall maintain no more than an average on hand balance of 6 weeks or less of inventory on hand in the ABC Liquor Distribution Center (LDC) at Madison, MS. 

Suppliers not in compliance with inventory management guidelines are subject to suspension of SPA's and/or new product listings. Additionally, the ABC may require the supplier pick up excess inventory.

Supplier’s agents may obtain sales and inventory reports from the National Alcoholic Beverage Control Association (NABCA) showing the activity of their products. NABCA Contact https://www.nabca.org/.

ABC Receiving Policies and Procedures

The ABC Liquor Distribution Center (LDC) is located at 1286 Gluckstadt Rd, Madison, MS 39110.

ABC Liquor Distribution Center (LDC) deliveries are by appointment only. Call:  601-856-1312 or email ABCReceiving@dor.ms.gov.

Suppliers are required to supply the ABC Liquor Distribution Center (LDC) personnel with a Bill of Lading and Packing List at delivery which must include the control state code, the description and name of the product, and the quantity of the product being delivered. 

The ABC Liquor Distribution Center (LDC) reserves the right of refusal of shipments that are delivered with improper case labeling or without proper documentation.

Case Labeling Requirements

Suppliers are required to affix control state code labels and SCC barcodes to cases shipped into the ABC Liquor Distribution Center (LDC). Maximum case dimensions should not exceed 18"wide x 20"height x 24" length. More information on case code labels.

  • We require SCC14 or GTIN bar codes on cases. Information on SCC14/GTIN14 bar codes can be found at https://gtin.info/. Information on how to get a bar code can be found at https://www.gtin.info/how-to-get-a-barcode/​.
  • Place the item code and 14 digit bar code on a short side panel of the case.
  • Both the item code and the 14 digit bar code should be on the same case panel of the case.

Alcoholic Beverage Samples

Suppliers may ship samples into the ABC Liquor Distribution Center (LDC) provided that the word "sample" is prominently displayed on the outside of the sample case and on each sample bottle. When shipping samples, include a packing slip and broker contact information.  Samples should also be noted in the bill of lading.   

Supplier Invoices

The Mississippi Alcoholic Beverage Control has designated an email address specifically for the receipt of special order invoices from our liquor vendors. The email address is ABCInvoices@dor.ms.gov.

  • This email address is to be used only for the receipt of special order invoices.
  • Do not send Bailment Invoices to this email address.
  • Multiple invoices in a single document when e-mailing are acceptable.
  • Requirements for invoices: Item codes, descriptions, quantities, pricing, purchase order
